Lead paint inspections are mandatory for rental properties built before 1978. These properties must be inspected within two years of the effective date of the law (P.L. 2021, c. 182), which is July 22, 2022, or upon tenant turnover, whichever comes first. Following the initial inspection, rental properties must be inspected every two years or upon tenant turnover, whichever occurs first. Property owners receive lead-safe certificates when no lead-based paint hazards are found. These certificates are valid for two years. If a property owner holds a valid lead-safe certificate, an inspection is not required upon tenant turnover. However, some townships have specific rules.
